7月21日晚，部分激進(jìn)示威者圍堵香港中聯(lián)辦，向該機(jī)構(gòu)辦公大樓門口懸掛的國徽投擲黑色油漆彈，在外墻噴涂侮辱性字句，并試圖沖進(jìn)辦公大樓，公然挑戰(zhàn)國家主權(quán)。

香港特區(qū)行政長官林鄭月娥22日強(qiáng)烈譴責(zé)沖擊香港中聯(lián)辦的暴力行為，并表明特區(qū)政府必定嚴(yán)肅跟進(jìn)，依法追究。

• Hong Kong Chief Executive Carrie Lam Cheng Yuet-ngor?sternly denounced on Monday what?she called the unprecedented violence in the city on Sunday, saying violence will never be a solution but will only breed more violence.

她說，部分激進(jìn)的示威者，惡意包圍、沖擊中聯(lián)辦大樓，以及污損國徽，公然挑戰(zhàn)國家主權(quán)，觸碰“一國兩制”的底線，而且傷害民族感情，讓全城憤慨。

• Lam said the vandalism is in blatant defiance of the nation's sovereignty and an open challenge to the "one country, two systems" principle. It has caused great harm to the SAR, which is governed under the principle, and it hurt the sentiments of people in Hong Kong and on the Chinese mainland.

此外，林鄭月娥也對元朗發(fā)生的暴力行為予以強(qiáng)烈譴責(zé)，表明特區(qū)政府同樣會全力調(diào)查跟進(jìn)，依法追究。她說，香港是一個法治社會，不容許任何暴力行為發(fā)生。

據(jù)報道，21日晚10時45分許，港鐵與警方接到報案稱，有大批身著白衣的人在香港西鐵線元朗站用木棍、藤條等襲擊市民。

• Late on Sunday night, attackers in white shirts, some wearing masks, assaulted bystanders and commuters at the Yuen Long subway station with bamboo sticks and?metal poles.?They said they were targeting radical protesters who have disrupted local order.

污損國徽，必須繩之以法

據(jù)香港《大公報》22日報道，暴徒離去后，香港中聯(lián)辦立即進(jìn)行清潔工作，并于晚上11時許更換被弄污的國徽，及更換被損毀的大門標(biāo)牌。

中央政府駐港機(jī)構(gòu)代表國家權(quán)威，國徽是國家的莊嚴(yán)象征。香港眾多法律界團(tuán)體和人士表示，沖擊中央政府駐港機(jī)構(gòu)、玷污國徽屬于嚴(yán)重刑事罪行，必須嚴(yán)格依法追究。

香港與內(nèi)地法律專業(yè)聯(lián)合會會長陳曉峰代表協(xié)會發(fā)表聲明指出，涂污及侮辱國徽，明顯違反了香港《國旗及國徽條例》第7條，是一種非常嚴(yán)重的刑事罪行。他強(qiáng)調(diào)，國徽是國家的象征和標(biāo)志，沖擊中央駐港機(jī)構(gòu)，污損玷污國徽，嚴(yán)重違反香港法律，挑戰(zhàn)中央權(quán)威，必須嚴(yán)格依法追究。

• The Hong Kong and Mainland Legal Profession Association said in a statement that?painting the national emblem is a clear violation of article 7 of the National Flag and National Emblem Ordinance of HKSAR and should be investigated strictly according to the law.

全國政協(xié)委員、律師黃英豪引述條例指出，任何人公開及故意以焚燒、毀損、涂劃、玷污、踐踏等方式侮辱國徽，即屬犯罪，一經(jīng)定罪，可處第五級罰款及監(jiān)禁三年，相信執(zhí)法部門會將違法者繩之以法。

• Kennedy Wong Ying-ho, a CPPCC National Committee member and a renowned lawyer, cited the regulations that anyone desecrates the national flag or national emblem by publicly and willfully burning, mutilating, scrawling on, defiling or trampling on it commits an offence and is liable on conviction to a fine at level 5 and to imprisonment for three years.

同一天，全國政協(xié)副主席梁振英嚴(yán)厲譴責(zé)部分激進(jìn)示威者公然圍堵、沖擊中聯(lián)辦大樓，破壞設(shè)施，污損國徽的行徑，認(rèn)為他們必將受到法律的嚴(yán)懲、歷史的唾棄。

梁振英連續(xù)在社交網(wǎng)站發(fā)出四篇帖文予以強(qiáng)烈譴責(zé)，帖文指出，“這些敗類必將受到法律的嚴(yán)懲、歷史的唾棄?！?/strong>

• "I ask all of you to condemn it online and offline. We want to let the whole nation know that Hong Kong people do not tolerate these reckless thugs who forget their ancestors."
