Skidmore and Eva 提出軟件包應該根據 10 個高層次的要求來評估：

1) Functional requirements – things the software must do to support business ?functions 功能性要求(即使用軟件的目的)：軟件必須實現的功能，以支持業(yè)務功能

2) Non-functional requirements – things the software must do but do not ?directly relate to business

functions, e.g. compliance and audit requirements 非功能性要求：軟件必要功能，但不是為了實現商

業(yè)功能，如合規(guī)性和審計要求

3) Technical requirements – factors such as the hardware platform to be used ?and the operating system,which may need to be compatible with existing ?operations 技術需求：如使用的硬件平臺和操作系統，必須和當前系統兼容

4) Design requirements – flexibility to adapt the package over time ?設計需求：隨著時間的推移，仍然可以靈活使用

5) Supplier stability – minimise the risk of supplier failing by review of ?financial statements, current

trading, insurance cover etc.供應商穩(wěn)定性：需要確保供應商失敗風險較低，可以通過考察它的財務

報表，目前交易量，保險條款等。（否則得不到后續(xù)技術支持）

6) Supplier citizenship – social responsibility considerations 供應商的公民社會責任

7) Initial implementation – how likely is it that the installation will be ?smooth 初始執(zhí)行：安裝順利的可能性

8) Operability requirements – ongoing support and upgrades available ?可操作性要求：技術支持的可持續(xù)性以及升級業(yè)務

9) Time constraints – how quickly can the package be installed ?時限性：多快可以安裝使用

10) Cost constraints – the price!成本考慮：價格
